The proposed changes to Article 9,
Section 3 are disturbing and wrong. It sounds very military, which is not
surprising. You have way too may reasons to go into executive session. The
state of Arkansas has three. This lacks both transparency and democratic rule.
And you can never, by parliamentary procedure, take a vote in private. You are
responsible for those who elect you, and we have a right to know how you vote.
These changes are a continuing problem with the Board of Directors. It is very,
very, disturbing. I would highly recommend you revisit this proposal. Bruce
