THE STORY

The Story: A work of creative nonfiction. The CMP is off and running. Our $500,000 dollar plan is set to guide Hot Springs Village over the next 20 years. Started by Twiggs, our last manager, and completed by our present CEO with the hiring of Crafton Tull & DPZ, the plan has been approved by the Board of Directors and has started to be implemented. Reasons this is a bad idea:

1.      We have been turned into a corporation rather than a community. This has numerous problems, the biggest being the CEO is now in charge rather than an elected board.

2.      The CMP has us building communities within a community. Developers will be hired to build mini-communities within our borders, identified in the plan as “Town Centers.”  The first is scheduled for the Woodland Auditorium area. Five or so others are also in the plan. These centers will include housing, and numerous proposed retail outlets, along with theaters, eating establishments, and other popular amenities.

3.      These centers are stated to need 400 customers per day, milling around, hopefully spending some money. Most of these proposed customers will come from 20, 30, and 40 year old people we will be inviting to live here. That’s in this Village, with a median age of 65. And I’m pretty sure I’m going to win the mega-lotto tomorrow.

4.      All this will take money to do. And lots of it. It is estimated, using the figures in the CMP, that even if the plan is executed perfectly, there will be a $3-5 million dollar shortage each of the 20 years. Let me put it this way: I wouldn’t buy stock in this, although I suppose I already have. I’m a property owner, and it will be us footing the bill.

Black Paper: Why a corporation should not run a city.

     1. Corporations are notoriously dictatorial. The CEO is in charge. The CEO basically appoints the directors. There is usually an election, but it is all for show. We now have a recruitment committee, picking out only the finest followers.  Last election we had a pre-election indoctrination. Management clearly pointed out that anyone elected is expected to tow-the-line. Welcome to Hot Springs Village, the corporation.

     2. Corporations for the most part are not required to follow the Freedom of Information Act. The information you get from a CEO is the information they want you to have. It is not like a municipality, where the citizens are entitled to information. After all, we do pay for it.  From salaries that we pay staff, to what we pay Troon for whatever, to what money we are wasting on the gates, to a greatly overstated marketing plan, we are entitled to know the amounts. Secrets have no place in democratic governance.

     3. The finishing touches are being put on the HSV corporation by most of the proposed changes to the articles and declarations, scheduled for a vote in November. Like any good corporation, most of the changes have to do with clearing the way for someone to make money on our CMP.   At any rate, a good portion of it, if not all, should be voted “No.” This is not a company for a CEO to run. This is a community for an elected council to lead.

     I am becoming more and more convinced that we will need to vote on becoming a municipality, to help insure a democratic form of governance. There doesn’t seem to be any other way to stop this fright train. It starts with a group of committed citizens and a petition.

I PUT A SPELL ON YOU

     A spell has been cast on Hot Springs Village. I would call it a corporate spell. The transforming of a community to a business. The promises of riches and success thru building and control. A Board of Corporate Directors rather than a council elected to govern us. A convoluted, complicated, vote on the articles and declarations that govern us. Most of these proposed changes will seemingly move the corporation forward, making profit and value our main goals. Diminishing elected governance. And community.

     Our goals should be to make life more enriching, more engaging, and more enjoyable. This corporate spell can be broken when “we” the people, begin to decide our own direction rather than sitting idly by, allowing management, the directors, and outsiders to dictate our future.

     We can break this spell by using our money and our time to educate one another about aspects of community that we may have forgotten. About looking not only at external aspects of community that can make our lives happier, but internal emotions, feelings, thoughts, expectations, that we have towards ourselves, our families, our neighbors, and our community as a whole.

     We need involvement. Do we want a better community? Do you/I have the spirit and determination to make Hot Springs Village a place we can all be proud of and want to be a part of? Lakes and golf courses and natural beauty do not a community make.  If we can muster up enough participation, we can break this spell. I don’t think any of us think corporation, profit, and value should be our primary goals. I don’t believe that is why any of us moved here. The value of our homes is secondary to the value we would receive by a community spirited by the common good. Directed by us.

LOOKING FOR COMMUNITY

     So what are all these “Letters” about? Two a month for 6 months. A cantankerous old codger, grumbling about everything? A misguided notion of what the Village has been, or should be? I guess I’m interested in what it is, at this moment: Roughly 13,500 people, with a median age of 65, few children, most of us retired, all of us nursing ailments of various types, both physical and emotional.   We all, I’m assuming, are looking for happiness. Here, now, while we finish out our lives.

     There are some basic requirements, as I see it, to get where we want to go. I think we need to see ourselves as a community. A community is more than a Facebook page, or 9 golf courses, or 11 lakes, or security gates. It for sure is more than a corporation. We surely want more than making a profit and following someone’s predetermined plan. I sure don’t want us to be a group of same-minded people, isolating ourselves from our surroundings. Heaven forbid that we should all have the same religious beliefs or political ideology. Boring.

     We are a group living in the same area, to be sure, but it should not be a place where we all think alike, pray alike, or vote alike. The magic of a community is that we care about each other, regardless of our differences. Unity is not some type of abstract sameness. It is forged in solidarity and compromise and caring, always seeking the common good.

     Running Hot Springs Village as a corporation is wrong, on many levels. To continue to do so, I am convinced, will do more harm than good. So I write, hoping to set the groundwork for community, not corporation. It annoys some, amuses some, and hopefully makes sense to a few.
